Makerere University hands over site to contractor for the construction of the Post Graduate Laboratories at MUARIK-CAES

Makerere University College of  Agricultural and Environmental Sciences (CAES) has handed over the site for the construction of the Post Graduate Laboratories at the Makerere University Agricultural Research Insititute Kabanyolo (MUARIK)  to Excel Construction Company Ltd under the AfDB-HEST Project.

The estimated cost  for the construction is  $ 1.2million US Dollars. The project is expected to take nine (09) months ready by June, 2018.

The site was handed over on 10th August, 2017 at MUARIK . The function was attended by Makerere University Officials including the Director Planning Dr. Florence Nakayiwa, the Principal CAES Prof. Bernard Bashaasha and Director MUARIK Prof. Phinehas Tukamuhabwa among Others.

Also present were  officials from  the AfDB- HEST Project Coordinating Unit in the Minstry of Education, Sports, Science  and Technology  led by  Mr. Henry Mugerwa. Arch Designs Ltd was represented by Florence Lunyoro. Others were engineer Nuwagaba and a team from excel construction company led by  the Project engineer Dipak Vunsai.

Excel Construction also handed over the MUARIK  Dairy Value Unit to Makerere University following the completion of the major renovations.

Speaking on behalf of the project Manager, Ms. Florence Lunyoro  said the purpose of the function was to hand over the site  for the Post Graduate complex at MUARIK under the CAES which is an extension of the existing contract with Excel Construction Company for another six months.

“We were supposed  to have commenced the construction but we had some nitty gritties to be finalized. Today,  we are showing the contractor the site and we expect him to produce the building within nine months”,  Ms. Lunyoro said.

Receiving the site, the Project Engineer Excel Construction Company Ltd. Mr. Dipak Vunsai thanked the Ministry of Education and Sports and Makerere University  for giving them  the opportunity to handle the project.

“We are hopeful to be within the time. We will give you the quality that is on the main campus”, Mr.  Dipak pledged.

The Director Makerere University Planning and Development Unit Dr. Florence Nakayiwa said, the structure  was the initial facility of the AfDB –HEST project.

“We are looking forward to CAES to move to MUARIK and we expect it to have a fully fledged college here”, Dr. Nakayiwa said.

Speaking on behalf of the user unit, the Principal CAES Prof. Bernard Bashaasha said the college was excited to see the project kick off after long waiting. He expressed appreciation to all stakeholders involved for keeping their promise.

“We expect the same beauty and workmanship here at MUARIK  like what was done on the main campus. I do hope that the promised period will be adhered to”, Prof. Bashaasha said.

The Principal pledged to support the team  and to put  the structure to good use.

Engineer Nuwagaba was optimistic that the university would get a good product from  Excel Construction Company Ltd on grounds that the company had done well in the preceding contracts on the Centralised/shared teaching laboratories on the main campus .

The team later moved to the Dairy Unity where Makerere University officials received the keys from the contractor signifying  the completion of the renovation of the Dairy Value Chain Unit.

The Dairy unit was handed over to the contractor by the Principal CAES represented by Dr. Denis Mpairwe, at Kabanyolo on 22nd April, 2016.

The rehabilitation works for the Dairy Unit  commenced  in May,  2016. The rehabilitated facilities include, the Milking parlour, Feed mill, Indoor feeding structure and the Calf barn.

The Director MUARIK Prof. Phinehas Tukamuhabwa has been the College Liaison officer overseeing the works and a link  with the  contractors’ and supervising consultant’s representatives.

About the AfDB-HEST project

Makerere University was among Uganda’s Public Universities and the biggest beneficiary of the African Development Bank (AfDB)-HEST  5 year (2013-2018) government-secured loan. Other beneficiaries were Busitema, Gulu and Mbarara universities.

USD 29.2 million was allocated to Makerere University under which the university was to construct   two centralised teaching/shared lecture facilities and an initial office and a lecture building at MUARIK. The rehabilitation of the MUARIK Dairy Unit was fronted as a university facility. The idea was that MUAIRIK Dairy Value Chain will generate money for the University and incubate students.

The project was approved in 2013 with the coordinating Unit in the Ministry of Education, Sports, Science and Technology. The Ministry’s mode of operation was that there must be one contractor to handle all constructions in one institution.

Excel Construction Company signed a contract on 16th December, 2015 to handle constructions at Makerere University effective 1st February, 2016.  They had 18 months contract to finalize all the structures in the university.

The contractor decided to phase the construction for easier management of the resources. The intention was to start structures with bigger civil works and then smaller ones at a later stage. Excel Construction Company started the civil works with the centralized lecture facilities next to CHUSS and CoBAMS on the main campus.

The other project component was the renovation of nine laboratories (one in each college) and equipment for  lecturer rooms and laboratories with modern instruction facilities. Two CAES laboratories (Biotechnology and East lab) were renovated in the second phase (July-December, 2016).
